77764 PHP/SQL work needed. (Mods)

I have an open source image rating script that I need modified. I need the following features added. We want to have a "Voting bar" on the same page as the image like on hotornot.com. Currently, you have to click on the "Rate" link to select the image rating. A small (Maybe something free from sourceforge, there is no point wrining one from scratch) news script that posts news on the main page, news posted on the admin panel appears here immediately. We like the look of a script called "cutenews" but anything that can be implemented easier is fine by us. We want to add a chat room. Simple enough, a chatroom link on the left hand side should bring up a chatroom in the main frame. This can be a free script like PHPCHAT , javachat or similar, you [login to view URL] IRC server, port, channel etc should be configurable from the admin panel. We need the option to add/change fields in the current signup page. This should be an available option in the admin panel. We need the option to mail ALL USERS in the admin panel. Users Should recieve a mail when they get a new PM. (This should be simple enough) Option to backup database in admin panel, again there are free scripts out there that do this, we just neen implementation. Option for users to upload multiple pictures and those images thumbnails or links generated in the information page below their image to these images. (The following must be able to switched on/off via the admin panel) Once a public user clicks on a thumbnail, the public user must sign up. We want the option in the admin panel to decide if members or public users can leave comments, AND the option to completely disable comments. We need descriptions of the settings on the settings page changed, as they are database variables at the moment and not very descriptive. We need a USEABLE PayPal integration as the last programmer gave us some poorly designed integration. Integration with [login to view URL] also would be a bonus, but not essential.
