Convert php site to css/html

I want to convert this site carpets on the move dot com dot au to a plain css/html site based on a template instead of the current php setup.? The contact us form and the Queensland page can remain as php.

So the delivery would include -

dreamweaver template.

10 pages newly formatted using css based on the template.

5 existing php pages unchanged.

PLease ntoe - I want to change it so that each image in the middle of the page is a background image with css formatted text instead of the text being on the image.
