Blockchain developer

I need to develop a crypto coin with its own custom blockchain. I also want to use a Proof-of-Stake consensus. Our goal is to develop a blockchain that is self-funding this can be done by having a portion of the block rewards sent to a treasury wallet. We also want stakeholders to be able to vote on how the treasury is spent. I am also hoping to implement a charity deposit from the block rewards also. I can go into more detail but I wanted to see if this was a project you would be willing and able to complete. I also wanted to make sure I explain the details because I am not looking for a simple eritherium token or something similar. This application will be for business use so I would need it to be very secure and want the transactions to be completely anonymous. Also this is 100% remote with no rush on the deadline to completion So we are looking to design a project similar to energi coin but has a charity feature built into the blockchain protocol. The Blockchain project would work like this: PoS chain can I choose where I send the new coins generated for example( % of the block reward goes to a treasury wallet 29%, stakeholders 29%, masternodes 35%, charity wallet 7%). Also we would like the chain to have: Ethereum-Compatible Smart Contracts. Finally we would like to give voting power to stakeholders. I know this is a lot but it would make our team very happy.
