Develop software to make my scanner Twain compliant

I have a scanner that scans checks and documents up 11 x 14 in size all at once. This scanner is not Twain compliant (in other words, my PC doesn't recognize it when I plug it in). I purchased the scanner with the understanding that Ranger software, offered by a company called Silverbullet would support it. Well, Silverbullet just pulled the rug up from under me and decided to no longer sell/support this software. I need to know if you can develop such software? And before you you recommend it, buying a Twain compliant scanner is not an option, because none of them can handle varying sized documents simultaneously.
