Laravel Bidding Platform Web Application

We're looking for someone experienced in laravel to start our bidding platform and get it to what we've deemed V1, from there our in-house developer will take over and the freelance dev may be called back on an hourly rate since there will be 5 versions, and we might need extra hands on the project if it's too much for our in-house dev to handle. There will be 4 typical users. User1 - Admin This user will have restrictions set by owner to limit access to certain features or functions. These users will typically be approving posts or assisting with queries etc. User 2 - Approval User This user will approve posts by user 3, and accept bids from either a user 3 or a user 4. User 3 - Posting User This user will post on behalf of user 2 for a user 3 or 4 to place a bid on. This User will need to have client portfolios which they add to their profiles so when they post, they can select which of the clients they're posting for. They client will then receive an email notification to approve the post and thereafter receive notifications when they have a bid to accept. User 4 - Bidder This user will place bids on the posts of user 3. The bidding system should work as follows: 1. User 3 Posts 2. User 2 Approves Post 3. User 3 or 4 Bids 4. User 2 Accepts Bid 5. User 2 Adds Money To Account 6. Bid amount gets deducted from User 2 profile and added to post 7. User 2, 3 and 4 Confirms Completion 8. Percentage of Bid Amount is added to User 3 and Admin 9. Remaining bid amount is added to User 4 Profile We have a laravel theme template of more or less what we'd like the interface to look like. You will receive this should you be selected as the dev. This project will have to be set up on your local machine until it's ready for approval. Then we will provide a demo hosting environment for the project to be uploaded to.
