small land registration

hallow my name is fadhaye i would like to create the following database i would like to create land registration system using laravel + ajax+bootsrap the following is my requirement 1- there should be admin page, editor page and super admin page -there should be roles only one users table so i dont need many tables for the user management 2- the editor should only be able to register the land owner and the land details i will give you my details. -- when registering land details the edito should be able to access the map and mark the owners land 3- after that they should be printable. 4- the admin and super admin should be able to access the weekly report i will give you details 5- the super admin should be able to access all the different modules and should create users as required but not land neither owner only editors can create owner and land
