Implement soft memory limit and graceful shutdown for a python application

We have a python application running http-server library. The application accumulates memory in the long term which never ends up getting freed. Therefore, when the application hits the soft memory limit, initiate a graceful shut down by serving all the pending requests and stop accepting new incoming ones. Once all the requests have finished being served, restart the application to free memory. The http-server uses PooledProcessMixIn, so you need to implement a demonization technique able to identify resources of subprocesses. You can choose any daemonization library, such as PM2 or Docker.
