Ruby on Rails dev - Filipino preferred

Ruby on Rails 2. Amazon AWS 3. Stripe 4. Scripts On a scale from 1-10, how well versed are you with each of the above mentioned items? Please provide previous projects, what your role was in them and some kind of access so I can see what they do and how they work.
