hi, there has been a lot of research on this topic, and basically it depends on what your aim is, do you want to recognize a face in a picture, or do you want to biometrically identify who that face belongs to? in any case, both options have been massively researched and i can provide you a solution. i am a signal processing developer, i have a lot of experience in that field, i can develop a face recognition system (based on your requirements of the system) and implement it in a c++ framework using openCV environment or other environment. thank you for reading and please contact me for more information.
