Comparison Website Design and Build

I am looking for a full design build for a website including, logo design, gfx, databases, website optimization, email integration, SEO and most of all the website should be secure. The website will be primarily a comparison website, where pre-approved buyers can make cash offers on an item but only the seller knows how much each potential buyer has offered. Offers will be listed to the seller once they are logged in, they will also be notified of an offer via email. The seller can choose from any of the offers and decide which offer they wish to accept at any time like most other web comparison sites. Buyers will see reviews from previous sellers (positive or negative) which can be viewed so sellers can decide on which buyer to choose, just like eBay. They will also be able to view and comments or terms and conditions the buyer has set which they will have to accept before going through with the sale. How it works. • Seller -> Lists object -> Recieves offers -> Picks suitable offer -> Contact details exchanged upon completion (upon buyers payment). • Buyer -> Views listing -> Registers account -> Makes offers -> If chosen, agrees details, pays fees to us -> Contact details exchanged upon payment. The website needs to have both a seller and buyer portal. The seller should be able to input details and pictures as well as text about the product including sellers location via postcode. The buyer should be able to search for products within a radius of their choosing from the buyers location using a postcode search function. The website must be colourful and attractive to the eye, but it must also be functional and work across multiple browsers including a mobile. Please note, this project has been awarded before and the client could not complete the work to the required standard, maybe this was a communication error, maybe they did not realise how much was involved.. This wasted my time as well the clients time. The client was not paid for the time wasted! If you have any doubt in your ability, please do not bid.
