I am managing 9hundred plus servers with their group policies and their membership also check daily basis reports about their sync. i have deployed many complex group policies. the error message you shared in above is about your group policy have not synced with your production server while migration or not installed properly.

The issue is probably related to leftovers from the SYSVOL definitions that existed when the server was a DC for the first time. I am confident this can be resolved in a few hours work.

Sounds like an permission problem which can be resolved with GPO reset from the clientside. Did you try to add a new PC to the Domain and gpupfate /f?
