Net based file scheme

Web-based file storage. I want to be able to save files (Any file) on a server, and be able to access it via the internet, see a shortcut, open it, run it, close it, and open it anywhere in the world. Your job is to design the front end browser code so that files can be dragged & dropped into the browser box, and it is automatically uploaded to the server and displays an icon on the browser. Basically it will run with windows. Click on the icon and it opens it in a temporary folder. Close it and it automatically saves bck to the server. Note that this will just be one component of the many in the open browser. Let me know if you can do it, and if you have any sample you have done, and also the cost. Also bear in mind that many uswers will use it, but each user will have his own allocated space on the server, and accessed via the user's name and password.
