Need XML, XML Schema, XML Validation, PHP expert

We need a PHP, XML coder who can convert data stored in MySql table into XML file. Programming language you should use PHP. There would be 1 screen, user will select some input from screen and click on generate XML. Program should able to generate XML and this file should be downloadable.
