It seems your host has some rather tight restrictions on your server. Please have them enable these PHP settings. allow_url_fopen = 1 This is the default value for PHP. Or ask them to allow you to use a custom file. I asked the hosts to do this, but they refused, so we need a workaround for it and get this site running correctly. If that cannot be done.... I have copied all the files to another host that is set up for this script but I cannot finish the install there myself.
