Animation Project

I would like to create an animation that will be used to train clients who employ food handling staff in the hospitality industry. The animation would need to be produced to a high standard and follow a format that would ultimately need to be approved by the Health and Safety Executive in the UK for use as a training tool. The concept is that client staff will sit in front of a monitor and watch the animation as an induction course. During the animation there will be several interactive challenges to help aid information retention. At the end of the course there will be a questions and answers section which would result in the staff member being able to print a certificate if he/she has obtained a high enough test score. In rough terms the animation will need to use characters in a commercial kitchen environment who will demonstrate the correct and incorrect method of food hygiene including it's handling and storage etc. I envisage the animation being around 90 minuets long and made up from perhaps 10 different titled sections. There will need to be lip syncing of the characters to a script provided. This product title would be the first title in a range of animations all of which would be used to train clients staff on health and safety issues. Although this is a very loose brief, please can you give me some ideas on the costs involved in producing an animated film of this type and length. Please can you also give me examples of your animation work that would be compatible with my brief.
