Price quote + time req for :30 2D animation

Looking to get a QUOTE for :30 seconds of 2D animation for a PSA. Style should be similar to Wild Kratts. Characters will have minimal speaking - 2 lines max. PSA is of a real person reading a letter from a parent, about how wearing a bike helmet saved her child's life. Animation would be of boy getting on bike to go to school, returning home, hitting wall and mother rushes up to find helmet saved boy, and a paramedic holds up helmet saying "this saved his life" or words to that effect. Background can be very minimalistic - all white, with only essentials needed to relay story - a home, a road, a school, and then 3 characters - mother, boy and paramedic, + bike and wall. Animator will be provided an audio track of narrator reading story, but does not need to edit audio into animation, just make sure timing works. We will do all other editing (laying sound effects, editing into live-action PSA etc) My budget is around $2,-$4,000. Would like the job done in around 1 month, but looking for realistic budgets/timelines. I ONLY want quotes for 2D animation (eg Wild Kratts style) please. I have quotes for 3D animation. Thank you!
