ASP.NET web service

Write C# code to create a web service with 1 public function. Pass parameters through to a stored procedure and return the result. Code is provided for the already tested stored procedure and the PHP endpoint that calls the webservice. Therefore the function interface is well defined. Provide up to 2 hours remote assistance to set up IIS project in existing IIS server so that it doesn't interfere with existing projects. The web service needs to read an array of data from the POST and pass the parameters to the stored procedure (already existing and tested). The stored procedure will check two of the parameters (action and email) and return one of the strings "Existing Client", "Updated Existing Client" or "New Client Created". It will also return a client id in a separate parameter. The web service needs to pass back those parameters. The reponse needs to be in JSON. The web service will also need to use a key in the POST message to authenticate the call against a config file. The deliverable is 1) the entire .sln so that we can make small changes later if requested by the client, 2) an installer or well documented installation procedure to set up the code to run under a provided windows account.
