As I understand, you need a rugged robotic platform to place a golf flag at a desired distance from the user. The user should be able to control it through a mobile app.
The following is an overview of he architecture I propose. Note, that I will need more information to fine tune the suggestions.
1. A metallic robotic platform with two or six wheel belt drive would be required for the ruggedness required.
2. Wheel encoders will be used to measure the distance traversed. A gyroscope, accelerometer and magnetometer will be used to get the relative position of the robot from the starting point.
3. For communication with mobile, wifi communication can be used. For easier pairing of the mobile either NFC or BLE beacons can be used.
4. A MCU powerful enough for on board processing for the relative positioning can be used.
