Help me with Internet Marketing

I need to market a work from home opportunity to people in the United States. We can start by State and then grow to cover the entire US. I need to keep cost very low and I looking at things like email marketing, blogs, etc. The targeted audiance as I see it will be those like the recently unemployed, stay at home moms, low to middle income workers, etc. You will be required to get them to sign up for a truely honest and genuine opportunity via our website. Their start up cost will be very low and they will be independent contractors so they control their time and efforts. I must also be able to track success, like open rate, click rate, etc. They will be selling Advertising space on a real estate related website to only individuals and businesses that are involved in the real estate industry e.g. Agents, real estate attorneys, home inspectors, carpet cleaning, roofers, etc. They will get a very large percentage of the Ad revenue they generate and the will be selling the low cost Ad space by zip codes.
