Make a phone call deal in Pakistan

I was trying to contact a person having a facebook page in Pakistan for a business for 2 weeks but the person is always cutting the call, maybe because he doesn't understand english or maybe because the connection is not great. So I need someone who can do the phone call for me, then check if he's still collaborating as a facebook influencer, and if yes let him send an active email address to get the info. If the call is successful, we'll go for another one later to convince him with the best price deal so we can start our collaboration. (Bonuses will be paid for the caller if he succeeds to convince the person). Good communication skills are highly recommended, and knowing the Pakistani language is a plus.
