Personalized App Locator

I am looking for someone to create a phone application for my company. The phone application will learn about the particular phone application user by asking them already made questions. Based on the answers the phone application user provides, the phone application will recommend applications on the Apple App Store or the Droid Marketplace (based on the phone they use) that are personalized to the user and would be helpful to the user. (i.e. legal applications to a lawyer, happy hour applications to someone who goes to a bar for a hobby, or surf tide applications to someone who surfs as a hobby) The user can choose to answer a lot of questions or few. The more questions the user provides to the application the better recommendations it can give to the phone application user.
