For our Troops: Conversion of email to voice call.

I need some help finishing a project in time. This project is for our Troops and support personnel around the world. What I want to do is have them send email to an address and then convert that information to voice and call their family to play the message. Its more personal than a stall email. I have the part that will take the file, dial out and play the message. What I need is the completion of the parts as followws: 1) complete the small VB project to read the emails from Outlok and place them in the DB 2) a small ut professional website or pages that will allow the people to fill in the information that will email my outlook to alow for a standard type of email to read it better. 3) a small VB program that will one process the Text of the email and send it to the WAVE (Text to speech) converted. And then to post the WAVE file in the queue to be dialed and played. The general overview of the process would be: 1) person sends email to addres or person fills out email form on website 2) email comes into outlook and is placed into DB 3) program reads DB and creates the Text files to convert to a Wave file. (seperate completed app) 4) progam send request to queue the wave file to be dialed and played. I'll provide the code that I have now shortly. In addition to the scrpts needed, we are also going to be using Alive text to speach and CT Messenger. Available Voice files are English, spanish French...in both male and female. Any help to complete before the 10th of Dec would be great. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform windows Visual basic, using outlok and access (possibly SQL)
