PHP or JAVA Coding - To detect Multi accouts

i am running 1 web-site, their i need one user should only use 1 account. i want to block people to use multi accounts in my site. i already blocked with IP address, but as we all know that 70 % countries has Dynamic IP address and people are smart, they just disconnect the internet and connect Internet again and they get new IP address and they create another account and use our service and take money from us. our site is money making site, but we only allow 1 account for 1 user. don't tell me about cookies, because people can delete cookies or they use different browser. so if you guys have any other solution to block user 1 account per pc. it will be great. something like... fetch the MAC address of visitor fetch Hard Disk serial number of visitor ( if this is possible it will be really great) fetch CPU serial number of visitor ( if this is possible it will be really great) fetch Motherboard serial number of visitor ( if this is possible it will be really great) if you able to find serial number of Hard Disk, CPU or motherboard it will be really great. because 10 % of people in world know how to change MAC address.
