622 Photoshop PSD slice and code into live web site

Complete home page of a large site ready to be sliced and coded from Photoshop PSD file. The site will be hosted on a linux server so need the code in html but prefer PHP. The header, footer and left menu for all pages is on this file, the rest of the file is only the home page. The header needs to be one file that is called for all the other pages so any change made to the header only has to be done once, not for every page. Same for the footer, one file that is called for all pages. Same for the left menu, one file that is called for all pages. The home page also has a simple slide show that will rotate 6-7 pictures with a smooth transition between them all, rotating while the visitor is on the main page. Buttons on the menu as well as areas for links (picture links) will have mouseover effects, doesn't matter how that is accomplished (CSS or javascript - whatever method you like). Code needs to be cross browser compliant for Internet explorer 7 and higher, firefox 3 and higher and other major browsers and should be W3C compliant as well. The site in total will have 50 or so pages but this project is only for the main page with consideration for the remaining pages given. Please bid on this ONE page only, if you would like to include the remaining pages as a secondary phase or so I know where you will be on the entire project that is OK but this project is for the main page only. I need this work started immediately and completed quickly so if you are not able to start work now PLEASE do not bid.
