Form Submition With HTML on Title and Description

I want the following website to be able to add the whole [login to view URL] code. As you might already know, CJ code is made of html link, title, and html image for tracking. In my website at [login to view URL] This is the only form for administrator and user. I want to be able to include CJ websites but my website does support HTML. I want to be able to added only from the administration panel because I do not want any other users to post HTML into my website. Only the administrator can post HTML codes like the CJ links or any other. Notice that in [login to view URL] the Title and Site URL are separated, but in [login to view URL] link codes, they are together with a image link as well. I also need to be able to post HTML in the description, but only for the administrator.
