simple activex web example for VB express 2008

I need an activex component that can be built with MS VB express 2008. The activex component needs to read from a fixed file and be able to write data to a fixed file. The file must be visible in the real file system on XP and Vista. (c:\[login to view URL]) The activex is to be embedded in a sample HTML file that will allow javascript to pass data to be written to the file (ascii string). I need you to create the MS VB express 2008 project and sources + instructions on how to digitally sign the activex such that it can be installed on a PC (XP + Vista) and run within the browser without the browser prompting the user with the yellow bar "to help protect your security,IE has restricted this webpage from running scripts or activex ...". I will create an MSI file so will need instructions on how to install the html + activex control. I'm using [login to view URL] tool for this. exit criteria for this project are; - VB express 2008 project and all sources - build instructions - instructions on how to sign such that the project can be run locally without IE prompts
