Help me finish building this HTML/Javascript (JQUERY) website I'm creating

I need assistance to finish this website I'm working on. View it here before bidding: [login to view URL] Things I need help with include internal links like from one link on a part of the site to a specific line on a specific page of the site. The site is HTML and Javascript with JQUERY being used. I would like some php or java code implemented to allow certain data to APPEAR in a section to the right hand column when links are clicked on the left hand column on one or two of the website pages. I currently have the data on the right hand side spaced very far apart so # links can be created to allow the corresponding data to be "called up" via scrolling feature from the links on the left hand column. I also have some documents that will need to be linked to existing link references in the website on one page. I would like this project started right away, so don't bid if you can't do it asap. I'll provide the zipped archive of the website you see in the link above. Once you're done, you'll submit the updated zipped archive to me. I will upload it to the ftp server.
