C# 4.0 XML XSLT File Import an Manipulation

Need someone who can start with small projects and move up to possible larger ongoing work. Must be a C#/ASP.NET 3.5/4.0 Developer, understand unit testing and very strong at XML/XSLT first project requires transformation of Excel into XML, must be able t o take a schema and create the code to import files that will validate. Must be able to code to pre-specified unit test (simple test that will check work is satisfactory such as passing a filepath and getting XML back that validates) Exposure with Microsoft MVC? and Web Client Software Factory a big positive, SQL server experience as well. ## Deliverables This project will require creating a class/or classes as part of a class library that when give the file path of an Excel or CSV file, the file will be read and transformed into a generic XML string representing rows and columns. The file processing should be format agnostic meaning any Excel or CSV file I pass, I will get the same XML schema back composed of Column elements and row elements. This will be a class library written in C# 4.0. There will be a utility that will need to transform Excel using an ODBC to Excel connection to transform Excel (.xls) files to csv and then to XML, or bypass the transformation of Excel if they are already in .CSV format. The script should be able to handle columns that contain commas, semi colons and other characters and be smart enough to assign them to a single column/row xml element.
