Wordpress Website for Large Business Database Searching PHP MYSQL APACHE

Greetings, i have a large csv (50+ covering 60+ million businesses in the US) The database consists of the following fields (example below it too) Company Name Address City State Zip County Phone Contact First Contact Last Title Direct Phone Email Website Employee Count Annual Sales SIC Code Industry I have a CSV of all "SIC" codes (business type identifiers) as well. I am looking to create a new web site (Ideally ontop of wordpress with a good theme) that allows someone to search the database using a clean interface. Ideally a drop down to select between the fiels (like City, State, Company Size (# of employees), Annual Sales, SIC code, Industry). Ideally the 'SIC CODE' would be a pre-populated field using my data for that so people don't have to type numbers in and see the proper relevant info. I want to allow downloads of the data they search for (in a CSV/or other format). Basically I need a coder who can create a MySQL based form for searching data that I will provide. I am on cPanel, with Wordpress, and php/mysql. If you have experience with this type of project please will you share an example of your work. In a perfect world I want to have a "FREEMIUM" front page to the web site (where people can do limited searches, or limit search results to maybe 30 entries, or hide the 'email address' in the results for the FREE access). Then have free-plus access (that requires they verify with an email address) that allows them to download data when searching And finally a pai plan with full access to everything (no limits). I'm hopeful you know a wordpress plugin/theme to accompish this without issue - and experience simply installing and helping set that up without too much design work needed. I also will want you to import the data to the database (its a lot of data, over 2 GB of data!! and i have my own high end server for this project). Thank you!
