Build am internal system

Me and my friends have a small agency for booking tickets ( group of people ) to like three or four countries and I am a beginner php developer and want somebody to build internal system for this agency .. The system will go through three or four stages ( phases ) .. I want first to create the main system then will go deeply to the details ... I want someone professional and have enough experience to understand the requirements very fast ..
