I need someone to finish my simple ad site

I just had a bad experience with a web developer who took extremely long and I didn’t let him complete a project and I basically just need someone to finish what is left of the project. I only have $200. If you want more money than that, I will pay you that extra money in the very beginning of July. Here’s What I Need: - The ability for free ad users to bump each of their ads once a day to the top of category pages and search results. On category pages, there should be a section where all the free ads are shown (under the feature ads). 100 rows of ads (rows of 4 ads) should be shown and then you can go to the next page with 100 rows of ads. Where it says ‘latest’, ‘popular’ and ‘random’ ads’ on category pages, should be taken down. Delete the bump mechanism that is up now. - Please take down where it says ‘classified_theme” in the page titles and put my desired text - Make the url’s of all the ads grey - Make it so the link where it says “Home” on homepage and “Categories” on category page, is not red. - Make it so category search mechanism is aligned in the center - Make it so I can add unlimited categories and delete any category - Complete and finish the featured pay per click ad functionality (some is already done) which goes like this: there should be a featured ad section in search results and category pages where featured ads are shown before the free ads in unlimited rows of 4 ads. User enters keywords after they select "Featured Ad" and then, right next to where they enter each keyword is somewhere they could enter the price they want to pay per click. And before this, there should be somewhere they could bid how much they want to pay per click for the category they selected. The higher you bid per click for a keyword or category page, the closer your ad should be to the first position on category pages and search results. It is mandatory that featured ad users bid per click on a category. You shouldn't be able to enter bids on categories and keywords when 'regular' ad is selected. Also, you should be able to add unlimited keywords and a bid per click for each keyword. On the new ad page, where you select where you want it to be a feature or regular ad should be on top of the form, so featured ad things don't show up when regular ad is selected. I need a place to load your account with money any time. I need a place to load your account on the my account page. - Ability to choose whether you have an eternal ad (permanent ad), a 30 day ad, a 60 ad, a 90 day ad, a 365 day ad (for if you’re not sure if the site or page will last forever). Relist options for temporary ads. - I need a 70 character limit for ad descriptions (two 35 character rows – the ads on slideshows throughout the site should be shrunken so it fits the 70 character limit perfectly and where you enter the description should have no place to customize the look of your ad. - Users should be able to see the whole ad title and description. - Featured ad statistics should be working properly and take down the section where it says “Pay Per Click” on the my account page - Make sure everything on the site is working properly and how I want it to be
