Customer database with POS and a menu

We are putting up a cannabis club in Spain, for which we would need a POS system for both reception and the club "budtender" desk, and also a passport + application scanner software that would archive the given passports and applications under the customers profile and that the POS systems would link up to that, so we can keep track who we have sold product to (like, how much per month and other stats would be nice but at least it should record monthly sales amounts). Also we would need a menu system for the club area, that would be touchscreen operated. User should be able to change language by pressing a national flag icon, and then just have menu products that you could click to reveal more data / description of them, another click would hide them (or if one chooses to look at a different product). We should be able to easily administrate the menu items from our systems, because the menu changes. The sales should generate statistics so we can adjust our production and sales accordingly. As we are only starting up, I have listed this as small Project, but the budget is negotiable.
