I am a data scientist and R/Python programmer.
I have read your description, and I would like before proceeding to thank you for the level of detail you have provided. It is good to see employers take the time to write good description for what they need.
It appears what you need can be a little tedious, as you mentioned the solution to be developed is not expected to run fully automatic, but even with that in mind we still have to take some time to carefully choose the technology to use. Both R and Python are solid choices here, but one might be easier to implement than the other, when it comes to connectivity and tools to make requests (to publicly available data) Python is little more sophisticated in that area, however for things such as wind dispersion algorithms R might come on top. Both have good GIS tools though.
Depending on the technology, the solution might take different directions. Also, if one of them is used internally (in the company) then that factors in too.
I am yet to look at what kind of data cleaning/preparing is being performed, as it could be basic outliers removal, standardizing, at data summarizing or more advanced techniques being brought. So I kindly invite you to share further information about the process.
