Telegram Welcome Message and member adder

Hello, I need a python script lurk in a public telegram group whom I am a member. The script need to add a new member to another (my) group or an exiting member who make a post. Adding of member using add by username as first choice, then add by ID as second choice. And send the member a direct message. The message has to be rich text. A database store the ID of members who has already added to the second group (field 1) and a message already sent to (field 2) I need the script to rotate a list of telegram users. The manager scripts can be taken from an online github resouce (I will provide u the link) and hence the user database has to be same as the github resource. Adding of member to the groups code can be gotten from this resources too I have wrote here very clearly, bid only you understand most of the requirements.
