Quality Link Building (Legal Site)

I am looking for an ongoing relationship with a quality link builder. Please do not bid if you are going to offer 1000 article submissions to unranked and PR0 pages, forum spamming, or any other worthless link building technique. If the page rank of the web PAGE that my link is on is not a PR1 or greater then I do not consider it a quality link. Further more if there are more than 20 outbound links or the website is not on topic then I also do not consider it quality. I am looking to spend about $250 per month on quality links. I just want as many permanent, greater than page rank 1 links as I can get for that price. Each month I will give you 5 keywords to rotate and you will need to find links for me by contacting other webmasters or any technique that you know of as long as it results in me getting links that will still be around in 6 months.
