I've been working with machine vision systems for three years now plus the academic expertise on imaging algorithms. I encourage you to check my profile about it. I have done something similar in the past on Portuguese logistics company where they needed to register the flow of trucks on the logistics platform. I'm currently retired, but the past 20 years was full-time (in-situ) employed by two international organizations, including the United Nations. I can develop this application using OpenCV in about 7 days + another 7 days for debugging and fine-tuning.
