100 one-way related links

We need 100 one-way, non-reciprocal links from pages with a Google PR3+ related to Art, Print, Poster, Art Framed. The links should meet the following requirements: 1. All links must be permanent. 2. No link farms, link directories, forums, blogs or spam sites. 3. Link page must have a recent Google cache. 4. Link pages must be related to the the topic of my site 5. Links must be from different Class-C IP addresses. 6. No blacklisted or spam sites. 7. No more than 12 outbound links per page. 8. Links must contain my target anchor text and link to a given page. 9. All links must be indexable by googlebot, no rel="nofollow", [login to view URL] blocking, java links, jump scripts, framed pages etc. 10. Links must be on a PAGE with a Google PR of at least 3 11. Must be static links only. No redirects, JavaScript links, hidden links or links on any site that seems to have incurred a Google penalty. 12. No sites with sexual, racist or other unethical content. 12. Links must be from english website 13. Links from websites that already link to our site will not be counted. All links must be approved before you place the link. Please send me an excel sheet including, the site's URL, site PR, Site Name and Site Type. Payment will be made once all links are verified. Only a partial payment will be made if not all 100 links completely follow the criteria given above. I reserve the right to reject sites that do not meet my terms and will require you to add suitable replacement links instead
