I would like to detect new tweets of a given account (@jack for example) with <2000ms latency. I've tried streaming on Tweet v2 API and it does not work. The project should deliver an MVP program in python. Any bidder please explain how you'd like to approach the project please, thank you.

Hello Sir, It is difficult to reach past tweets using API. You can withdraw up to a certain time and up to a certain number of tweets.
