Build an Online Store

I am on a tight budget and need a web designer that can give me a reasonable price for a small business. I either need it to cost $10-$50 or I need a payment plan to pay this much per week until I pay you for the work. The website needs to have our online credit card processors on it attached to each of the products we will be selling. Our products are forms and brochures for fundraisers. However, we also want a place where general people can order the products on our website too. I will need to both market to schools who want fundraisers, market to people looking to buy the products and market to people who want to work for us by opening their online store and also selling our products on their sub-website of our website. There will need to be a link from our website to each of our sub-websites. We are trying to build a pyramid if you know these in the USA.
