Hi I'm a python/django web application developer, with 10+ years experience. From your specs, you want a system where students can signup for X hours of tuition with a selected teacher. I will assume some sort of sign u system is also need for teachers to apply, a feedback/review system, and an hours tracking system. What is not clear at this stage and might be an issue is the payment system, if your intending to include it. That is important as different systems require different skills. I can develop this system using django and an Angular front end, with a Rest API. What is not part of my bid is graphic design and UI designed and layout ( I will build what you tell me to).
