Automatic Image Manipulation

Thanks for your time! What we are looking for is a piece of desktop software that will take an image as input (jpg. png, etc) and manipulate it to look like it is on a shower curtain. The idea is that we want to create a bunch of "shower curtains" using different images but we dont want to have to actually print the curtains and take photographs of them. We would need export functionality to allow defining the proportions (1600x1080, etc) and filetype (jpg, png etc.) What I'm looking for in this project is some advice on how to best do this - should we use Photoshop? Flash? Which platform would be best? It is important that the curtains look real!
