VOB file conversion

Recently, I had a VHS tape copied to a DVD whose contents are shown below. The tape contains three different TV appearances which occurred 10 years ago and is the only copy available. The only file I am able to play is VTS_01_4. It is over 1 hour and 30 minutes long and contains the three segments I am interested in isolating. The problem is that when I try to bring the VOB file into a Windows Movie Maker or Adobe Premiere Elements, they only recognize about 26 minutes of video. I also tried using WinFF to convert the VOB file to another format, and the result of at least two tries was the same. It only found about 26 minutes of video. I need your expertise to convert the file into a format that can be easily read and edited by one of the above programs. Even better: Based on how the video plays for me, the three segments I am interested are from time 1:08:15 to 1:09:45, 1:10:36 to 1:15:20 and 1:15 to 1:19:59.
