A rectangle of fixed size is give, for example 10x30 pixel. The task is to find all positions of the rectangle that the complete rectangle is lying inside the ROI (white pixel). A fast algorithms is needed. So hi. Your problem is relatively easy to solve. I will use a technique called Quadtree. If you're interested I can show you some images on how it works, but it's very fast and designed to solve those kind of problems.
