Joomla Template for NonProfit

I am looking to develop a web site for a local Habitat for Humanity chapter. I need a designer to create me a joomla template. Since this is non-profit work I can only accept bids of $30 and the work must be completed prior to payment. No funding or Payment will be made until project is complete and the full files are made available to myself. If I find the right person I will select them right away. I only want individuals who have vast design knowlege and ability to turn the design into a joomla template. Here is an example of what I am looking for.
