If you reconsider and accept an English/spanish speaker, I sure I can do your job in the most professional manner. If not, I'm sorry for bothering. I'm an engineer with advanced working knowledge and esperience in most diverse VBA programs includin intercation between diferent softwares (excel, word, powerpoint, access, autocad, etc). If needed object oriented programing will be use (as far a VBA's object model can get), system object use, etc. Pricing can adjust (up or down) once you share details of requierements.
